I think the reason Quantum paid the $3m now is because they are pretty much saying ..... Let's get on with this thing, and allowing BEZ to have the funds to 'set up camp' so to speak and we are very serious about this agreement/Project!!!!!!
And who knows the first $10m payment could be paid as soon as they see fit!! (maybe early to mid June?)
