Not sure what you are on about, but the credit rating downgrade increases TLS's interest rate that it pays on its debt, due to loan covenants.
Basic corporate finance 101.
TLS has been borrowing to pay dividends. The increasing bank interest payments means less EPS for shareholders. Share price falls, other things being equal.
