They’ve been clear in the ann saying it is for commercialisation of product. In other words they have taken out a line of credit to pay for the materials to build their products so they can then sell them.
Standard process for many manufacturers starting off with a new product line.
Once they sell new product profits pay off loan work remainder buying new material for further products to sell and they can then build new stock using their own dollars.
