It's not just $5m, which for ATL would come out of petty cash, it's actually allowing their name to be attached to the project which is significant. I'm quite sure ATL would have okayed the wording of the ASX announcement before it was released.
To me, this is proof that JZ has acted in good faith all along and not simply tossed carrots or breadcrumbs.
