I am starting to think this is the reason behind the 2 stage payment.
LLL receive tranche 1 and make settlement payment.
60 day caveat seems to be a contingency on something else happening which keeps the relationship with Mali government in “good standing”
Let’s say our feathered friends are required to do something their end as part of the “settlement package”.
I don’t know maybe put US$10M into an environment trust or similar.
