Ideally any Malian taxes would be assigned to upgrading infrastructure used by Goulemina mine such as roads, electricity, security etc.. and to their long term maintenance over the life of the mine to a high standard.
Then some signed contracts with (chinese) infrastructure companies to carry out these govt obligations.
Payment made by LLL or JV direct to contracted companies.
Create a JV infrastructure fund drawn down over the years as milestones ticked....
No cash passes directly to Malian govt.
Agree with Gareth on the no cash to Malian govt
Isn't it the Chinese way in Africa ,,, exchange mining concessions for building out roads, railways, hospitals etc... theres a good reason for this
