the billion$ tanz recieved hinted at being the source of providing payment.
made me think as i recall them putting in for more funding but were knock back on other applications.
it seemed funds might need to be spent in areas that the application was applied for...and hence a court settlement might not be appropiate.
it depends on the details of fundings. it could be specific to address international commerce? does anyone know,
given who the overseeing referree adn the provideer of funds
