May have to read between the lines here.
The announcement highlight dot point 4 states that Mesmer is the only US Counter Drone Solution with an export clearance of EAR 99. The first paragraph elaborates that the BIS classification confirms that MESMER is a non-jamming product.
My take on it then is that all the US kinetic systems would not qualify for the EAR 99 clearance because they use jamming technology, including LM's ICARUS.
But does not having EAR 99 mean that the competitors are definitely barred from exporting their products? Or does it mean that it is more hassle and delay for them to go though security clearance on case-by-case basis?
