Seems that price includes the inspection/data capture? Not a lot of margin at that price if doing it terrestrially.
To terrestrial/static laser scan and photograph (by drone??) that would only seem to leave "cents" for processing/hosting etc. You couldn't do it for that price.
If using mobile lidar, you would only get one side of the pole.
Airborne lidar and photography ain't cheap either - but would seem to be the only viable approach for capture. A helicopter with lidar and a decent camera would run you several thousand an hour .. 150 poles, captured from multiple sides, per hour sounds optimistic.
Treating it as a 3D mapping capture as opposed to pole-specific, you would have a data set that could be on-sold/leveraged.
An interesting challenge.
