Ann: US Government Approves US$700m Package for HALEU Program, page-17

Silly me, I thought that today's announcement said this -:

"US$700 million funding package to support the HALEU Availability Program to be conducted over the next four years by the US Department of Energy (DOE)"

I was thinking that they want HALEU asap, like next year and for the next four years after, and I thought GLE said this

"(GLE), the exclusive licensee of the SILEX laser technology for
uranium enrichment, will explore opportunities to be a potential participant in the HALEU
Availability Program"

I was thinking that the HALEU Availability Program ran over the NEXT four years and that GLE said they would look at supplying HALEU for that?
They obviously meant they could supply it from Paducah in around 5 years time?
