I think it means that they have integrated with those merchants by issuing a one time credit card at checkout rather than being a checkout button, and that they are still getting the normal fee when that occurs or at least some fee.... hard to say exactly though as it's not specific on what's happening in the back end fee wise.
If there was no fee then they would have said it can be used at every store everywhere.
