Excellent find. The substitution of WiMAX with 3G was something that Ash Peck hinted in the following presentation (16:40 minute mark).

If the total number of units are approximately 720,000 and 3G units are 110,000, one could assume the replacement units could be as high as 600,000. The 3G contract was for $12.5M so we can assume the units were sold for approximately $110/unit. If the replacement project was to go ahead, it could result in $60M for NTC.
The Victorian State government has already rejected SP Ausnet's request to pass on additional costs of the rollout so if the replacement project was to proceed SP Ausnet would most likely have to foot the bill.
