Have you actually read the terms & conditions of the US RFI's calling for expressions of interest?
LRE & HRE category, each up to $20M matching funds, for US domestic processing to oxides, conditional on the applicant demonstrating a commercial mkt well in excess of the relatively small projected Govt agency offtake. The later quite obviously to eliminate the ambulance chasers.
