Because Muyakea - the world regulatory authorities are enormous bureaucracies, where people sit at their desks and find the easiest path through the day. Their job is not to plan and organize the best health solutions, but simply to check each application in their pile passes a fixed set of control rules. Logic, planning or prioritizing the best health advance do not come into their equation.
When an external factor like covid raises internal challenges the system simply gets bogged and applications begin to pile up until the system can clear itself.
