Also doesn't help that the chairman and CEO are the same person and operations are reliant on another director/significant shareholder. The market cap has doubled from a few years ago and most of that benefit has flowed to those being issued shares. Excluding external CRs, there is only disincentive to lift the share price before whatever the end point is and Meng has enough to fund future moves if he sees fit. Plus he seems to have complete control over UCM's viability so Rob won't push back as there is no alternative.
On the positive side the company seems to be cash flow positive and insiders seem interested in holding a larger portion of the company. But it could still be years before anything dramatic happens, so no one is interested.
In Rob's defence he didn't have complete control the whole time the company has been listed. UCM went through quite a few CEOs and he kicked out management forcefully a decade or so ago. Though they have only managed to stabilise the share price since then.
