That has been my working model for last 2+ years. Occam's Razor would dictate that is the case. It is the most logical and simplest explanation that perfectly fits every piece of the puzzle together and it also explains KCs hesitance and bs reporting. He knows that the FID has been made and that he will get his parting cheque/payout in the end, provided he keeps quiet and creates a front for the shareholders to believe for a few years.
Instead of believing any conspiracies I really think that this is where all the available evidence is pointing, thus it also perfectly explains reluctant markets updates and not reporting materially positive news that we have observed over the past few years, CEZ does not want a rising SP.
