CEZ intentionally hiding their decision and conspiring with KC to keep the share price low is not exactly Occam's razor scenario imho. . The reality is that there was a short time window (2020-2021) when this project could've been pushed through but for multiple reasons (NIMBY, the Czech PM Babis, COVID) it was not. Then months and years went by and no one had the drive to actually do anything - except the Chinese of course who also changed the market economy by flooding the world with subsidized lithium.
CEZ is a large company, now it's concerned with about 1000 more important things than a lithium mine project. They deal with the daily generation and distribution business, failed investments abroad, government trying to nationalize them or split them into 2-3 parts, plan to build a new nuclear plant extension, worry about emissions schemes etc. Even if the mine gets completed and is operational, it will be a small item on their income statement. The CEO gets a big salary no matter what happens with the company and holds no EMH shares (he actually holds no CEZ shares either).
The sad truth is that CEZ does not care about the share price, KC can't achieve much and some local politicians would love everything to be cancelled. Also don't forget that the Czech 2025 elections may be won by Babis again which is not good news for anyone.
