The reliance on the performance of the project management team to deliver EIA or DFS on time is extremely questionable as a strategy for the JTF funds release. So far this team has not delivered nearly anything of value and what has been delivered has been delivered over budget and well past its scheduled releases.
"A tiger does not change its stripes..." - why would we think that after 10+ years of under-performance that this was all of a sudden going to change?
