I'm thinking so Pirate. This announcement very much explains some of the selling over recent times. Can't see why the supply demand balance would still be on the sell side given this announcement.... Using our technicals; I'd be looking for a swift breakout of that 2.16 level at this point and there is plenty of fundamental reasons for that to happen.
