Random thoughts:
Could the whole valentia (two tranches) investment be a plan to lift the SP to levels that would allow for a CR?
With initial $15m +subsequent $95m from Valentia, EVM would raise, let say $100m through CR (as the SP would not be 50 cents=MC of $500m) and get the rest to build the tower through grant from The US, grants from AZ and the rest would be debts.
Just a thought.
