the reason you can still buy at these levels is simply because there is still no money in the bank account. Let's see what the facts are in March... whether the cash is in the account or there is another extension. I hope it is the prior... a lot of things can change in 3 months... and it has already been three months since original announcement. I would like to see a positive announcement from the DOE on upgrading the South-of-Parker transmission lines... then I think we can get a move on... a very quick move on...
