I don't think they were ever planning to raise $2b to get this up and running.
I'm sure the plan would be to sell it off to a bigger player or farm out a large chunk of the project and get their share of the capital costs that way...ie farm out 75% for ex amount of cash.
The down rampers will no doubt use this to send the share price down but it should recover when deals start happening.
