IMO The beauty about this is "Committee urged the Department ‘to evaluate this technology for the purposes of conducting population-wide surveillance of Veterans who have been exposed to airborne hazards in order to conduct a full accounting of the health impacts suffered by Veterans and to provide full and effective medical care to this population.’
Sound like Majority of 3.5 will be tested via XV LVAS, and its going to be ongoing scanning to monitor how disease progresses and respond to treatment. So i reckon each Veteran will be scanned regularly over a period of time and not just one scan
