I very much doubt corporate advisors base their advice, in relation to timing, on what a certain financial media publication happened to publish in an article 12 months ago.
I'll wager that on most days - for several weeks before and after 6 February last year - there was some or other media outlet with some running commentary dealing with retail sales performance. So I'm not too sure what makes the one you quote all that significant.
