If they were accumulating shares on market they have to disclose a change in holding via a 604 form.
This is an off market takeover bid - the shares anyone who has agreed to sell under this bid @$0.58 do have not yet been transferred so that's why their holding remains at 7%.
Here's a thought - perhaps the trading range has as much to do with the currently poor mining outcomes as to manipulation.
