The market is saying they won't mine, that's why it is trading at 2c.
If they don't mine, they would've raised the cash in an underhanded way. A bit of sleight of hand is not unknown in the mining industry.
What is strange is the scoping study is still 3 months away. They only started a few weeks ago so a decision to mine wont be announced till after all the cash is in.
