A pretty good analysis everdire. It's roughly 5 years since they delivered a net profit, so people have been continually disappointed by the Board. I'm not sure how long it will take for them to come to the conclusion that a net profit is the only thing that will now move the share price. That's regardless of the contracts they win. It also assumes they won't move the share price down by continuing to make losses. This latter assumption remains a possibility.
