Your comment on employees in those bands is spot on. Reckon there area number of expensive ones that probably came the current CEO appointment. Legacy issues with acquired companies seems still an issue too with the middle management. The group of people that run the company, including the board, do not have a career history of spatial surveying or blue collar construction survey set-out. Not a problem one could say, but a half white collar consultancy and a blue collar labor force do not mix well.
