The SDK is just an extra tool that provides content providers/app developers with some additional "advanced level controls" to customize their offerings as much as they like. This provides flexibility in changing policy, which otherwise will have to be done by the operator of the CSP. The platform that is diverting the traffic behind the scene is still the CSP.
