Pretty simple re the $500k, demonstrate a use for more than the value available for what ever is being assessed. Just for example, maybe it was well we could easily spend a million on things that fulfill the criteria pretty perfectly. Then you would probably also have to show what you have done to get where you are and what you intend to achieve that would incorporate the grant on offer.
As you point out, it reads like it might not have been means tested
