I don't think it to be overly relevant of the perceived performance of the business. Well at least not based on some 'inside edge' that Vitol may be thought to have.
Rather, I would see it as a strategic decision for Vitol and their own preferences for minority stakes.
The downside for VEA is that the structure of their register has been a bit blown apart and will take a bit of time to settle as those ~240m shares find a new natural home. We are seeing the outworking of this at the moment, with elevated volume and the price gyrating around the $2.87 block level.
