I know the resolution which you are referring to, I too will be voting no. Even if it would be implemented, I believe it would be late next year.
From the comments on the VLA thread yesterday, I had to go and check the recent announcements as it sounded as if VLA had just released details of a capital raising.
Would be very surprised to see a capital raising this side of the new year
