We can absolutely get there, especially with the new management. However, I think it's hard to tell when until there's a new MD/CEO. I assume LH is intending to speed things up, so we'll have to wait and see.
And 5000tpa is LYC's current production if I'm not wrong. It's nothing impossible, it will just take time and depends on how long one is willing to hold onto these shares.
