I don't think they plan on being successful. But they can delay the project as much as they can. This could push the decision out until December.

Supreme court needs to assess their appeal of "request for extension". Up to a month (if their processing times are accurate).

Supreme court grants them 2-4 weeks to "gather more evidence".

Supreme court must again review what is submitted, to find out its rubbish. Up to a month.

If they take any longer than 1month per decision (which given history of the Court of Appeals), we're looking at next year.

Best case is Supreme Court say 4 weeks was long enough, you should have submitted your case, and it's rejected within the first 1 month assessment period. But my gut feel is they want to give everyone their opportunity as much as possible, so will give them additional time unfortunately.
