I think this is the key. Appeals at this stage are often intended to delay and obstruct, then withdrawn at the last moment before they risk establishing a precendent which will work against them in the future. This is why no appeal.has been submitted, just a request for more time to appeal. I don't expect they will see the appeal through unless 110% certain they can win
