There is no issue of "topping up" if you think fundamentals will serve the valuation. In a couple of years, you may think 42 cents was damn cheap and be kicking yourself over the reason you didn't buy more. You can only use the data (with slight extrapolation) that you have at hand.
In the long term, the share price is actually irrelevant as it is 'sentiment' driven and, eventually, it will track towards intrinsic value. Therefore, ignore the noise and concentrate on the 'real' value.
