After more research into the EV scooter & motorcycle markets along with the major players I have concluded that the market leader is Yadea. AIMA Technology, Luyuan & Lyneng are also quite large. The sales of EV scooters in China are substantial at several million units annually.
I have found figures for Yadea. FYI Luyuan are supplying to Okinawa the market leader in India with 45% market share. Okinawa appear to be rebadged Luyuan products.
Yadea sales boomed in 2020 increasing 107% YOY due to increased demand in China & they started distributing in over 80 countries.
To give you an idea of sales in China, in 2019 Yadea sold 3.8M EV scooters. They also sold another 2.1M EV bicycles. Volume has doubled in 5 years.
In the first half of 2020 VMT sold 10,510 units whereas Yadea sold a whopping 2.2M EV scooters. That is an annual run rate of 4.4M units.
Yadea have massive factories in several locations in China with capacity for 6M units per annum. A new plant opening in Vietnam will have 200,000 units capacity & they plan to expand to 500,000 by 2022.
In China Yadea had 2,155 distributors & over 12,000 points of sale at the end of 2019. They are listed on HKSE & share price has increased about ten fold during the past 12 months.
With Yadea selling circa 4M EV scooters annually the entire market must be in the order of 10M+ units annually.

In China, Yadea is very active on line and in the 2019 was able to sell over 173.000 electric vehicles (including bicycles)through various e-commerce platforms such as Tmall, JD.com, Pinduoduo and Suning.
