He is probably exhausted by the long time it has taken but to an engineer or to a technical person the word exhaustive could also mean that the device has been rigorously vetted by the Vodafone team and found to be one of a kind (different from its competitors) that meets high standard.
This could make it easier to convince other companies in other markets to join with them noting the reputation Vodafone has.
In my opinion, this is better than just listing in retail stores noting the low initial cost outlay for consumers. Now customers have a choice to either get it outright or via a Telco if their budget is tight.
