My take on this announcement is, Talico and Jayplus would have been in discussions for a long time, before this announcement was released to the market.
Therefore Talico must have been satisfied by Jayplus, that they would be able to acquire the licence fees. My understanding is that Ecotonian is connected with Jayplus so financial funds may be procured with ease with their backing.

ie. Talico is to tv2u as Jayplus is to Ecotonian in structure.
