Having worked in Africa for ten years I disagree with your claim that it isn't necessary to build to the same standards as first world countries. When equipment fails it can cause injuries and African lives are obviously just as important as Australian. Furthermore, if your equipment is always failing you have to carry more inventory of spares which costs a lot - better to build it properly in the first place.
