These things go rarely that smooth in countries where corruption rules.
Under the Duterte government I would have said no way because they were only open for business with China.
Now under BongBong Marcos this seems to have turned and his recent appearance in Melbourne showed that he sees China as a threat and wants us to see it that way too.
So I am inclined to assume that this new government should now be more open for business towards the West and if they are actually interested in growing their economy while at the same time distancing themselves from China, they would not be advised to put up protocols that would be impossible to follow.
