My guess is that they have directors already up their sleeve and are not re listing so share price does not tank. If the share price crashes so does the chance of a reasonable CR and thus the suspension is currently vital for SAS survival. Holders have no choice but to be patient and hope management can get the funds to build satellites and ongoing operational costs until at least launch.
