Pretty sure CAY needs to present financial commitment to Cameroon before issuance of MC and ML. So either JV or CAY is lucky enough to be able to sign up a long term offtake agreement, say 10 or 15 years, with a fool who will pay the money now and starts taking the bauxite 3 years later when the mine is in production.
