i think Gov invest ~500 mill to Port Headland port facilities. Which help to receive big items like wind mills etc. As they only Ship iron ore and Salt there and only receive small cargo, fuel etc ,so Port Headland lacks infrastructure to receive big items.But not 100% that its only that.
IMO no money from Gov until DEF feasibility and final investment decision, they might get few mill or so, but not anything close to 500 mill.
I could see some money from West OZ gov for studies for Dumpier Bunbury pipeline, how it handles Hydrogen.
