Don't know about a legal precedent (I'd be quite confident that there would be), but, IMO, there's a clear prima facie case for an illconsidered arbitrary decision that needs a thorough examination of the reasons.
And "it's the Department's decision that the permit has expired" seems far to simplistic in view of all the circumstances.Wouldn't pass the pub test!!!
Let's see if it now becomes "it's the Minister's decision", or, even "the Premier's decision". Lot's of targets out there. Shareholders could email the local Liberal/National local Member for Warrego, where ATP855 is situated.
