In my decade long observation of this company they never tell the full story, in fact they once hired a spin doctor, or in his words "a strategic marketing, communication, media and stakeholder relations executive" to control the narrative.
When the renewal application had been declined early October, they requested the trading halt weeks later so "uninformed trading did not occur" instead of informing the market when the permit was declined and I suspect this is just as deceptive as everything else they do, i.e "payment was not accepted" could be the Icon way of trying not to disclose that the payment was not made on time.
