Coming from a engineering/telco infrastructure industry, I would say your spot on there, downing has recently substantially downsized and is no doubt looking for new sectors to essientially get involved with.
Gridcomms relationship with downing, would give gridcomm the consulting skill aspect/engineering for a nationwide rollout of this new wireless technology,
Downers part wouldnt be hugely profitable, for individual/grouping of light pole installation drawings, but as a national roll out this would be quite rewarding for both downer and give gridcomm the capability it needs within Australia.

I wouldnt be surprized if a wireless intallation roll out for smart city to become a job creation scheme to stimulate growth if a recession is around the corner,

Eitherway governments will need ro start investing smart in order to decrease their expediture.
