This appears to be an exercise in kicking a can down the road...

I suspect they're trying to get something concrete that Elan is a viable mining prospect. But that just falls into the political game being played out by a government who want to pursue one policy, while pretending to pursue another. Would be much less fcuking around if they just stood their ground.
