OEL was exactly my first thought. Also timing wise fits exactly (e.g. shareholder blessing of Galoc sale 16 Dec).
As for "substantial", I think from SWE point of view OEL is substantial, in particular looking at the cash post Galoc sale. If 3rd party was bigger, maybe words like "majors" or "multi-nationals" would have been used instead? All guessing, but I think the announcement could be a very good thing ...
