Absolutely it seems like a very helpful tool in remote areas where medical resources are scarce and experienced help limited. The very fact though that mortality is high tells you that lack of appropriate treatment with a serious illness canbe fatal no matter where you are. Living in a privileged society can make people complacent towards risks until someting goes wrong and good practice isn't adhered to.
You might well make the case that benevolent charities or governments should provide more resources to less well off communities. Maybe that would include Resapp. But I am not in a position to know how best to prioritise resources for the 3rd world, and I have limited faith in much if the industry tbat caters to it, since thir agendas don't always seem in the best interests of the people they claim to serve
